Creation of Sustainable Future for Rural Youth - Role of Government Interventions during Pandemic Situations

 Abstract

This paper examines on the crucial role of government policies to ameliorate rural youth from the unconstructive impact of COVID-19 pandemic situation and focuses on the immediate measures through government to create sustainable opportunities. The COVID-19 pandemic situation has brought every economic activity into a halt. Rural sector is suffering from closure of all commercial activities. The rural youth who had shifted to urban centres in search of employment have returned to villages. The absence of creative initiatives to create productive employment opportunities in rural sides is severely hitting the rural youth. The Pandemic situation    has closed all doors of commercial activities and rural agriculture sector is waiting for stringent measures through Government. Government of India has already supported the rural sector with several interventions but there are several other ways to assist the rural sector .The government initiatives need to promote community leadership, through encouragement of comprehensive political participation, and involvement of rural youth in the government policy making process.

Introduction

The COVID-19 pandemic has created hopelessness and depression among rural youth. The loss of agricultural productivity and loss of agro based employment has hit the rural sector like never before.  Millions of rural youth are suffering from loss of livelihood means and are further diverted to poverty and desperation. The closure of educational institutions has further added to their distraction. Youth are diverting their energies to discover inadequately paid employment in nearby suburban markets and far off urban centres. This pandemic situation has made devastating influence on their academic future as majority of them are   dropping out of education. The drop out ratio is increasing and access to  all higher education is diminishing . The youth who sustained on small agro sector businesses are completely deviated. The urge to create new employment opportunities in their neighbourhood was poorly supported by government policies.

Creation of productive employment opportunities

Creation of productive employment opportunities through

  1. Promotion of community leadership,
  2. Promotion of inclusive political participation,
  3. Promotion of involvement in government policy making process

These three key requirements are positioned through number of government interventions.

Government of India & rural sector measures

Government of India   has come up with several supportive measures which are listed as below

  1. Grameen Rojgar Yojana
  2. Fasal Bheema Yojana
  3. National Employment scheme
  4. Mahatma Gandhi Rural Employment  Guarantee scheme
  5. Grameen vikas yojana
  6. Gram vikas scheme
  7. Sukanya Samriddhi Yojana
  8. Pradhan manthri Bheema yojana

The role of government

The role of government   to streamline Indian rural sector and provide sustainable future to rural youth can be realized through very compatible and strict initiatives.

The pandemic situation has made rural youth not only e unemployable but also disappointed.  The priority of the government needs to be creation of sustainable living in rural areas which is the need of the time. Rural youth leave villages because they find urban centers more employable for earning a decent livelihood

Promotion of Women Empowerment Rural development strategies

  1. Establishment of small and medium size  irrigation projects ,
  2. Establishment of seed distribution centres,
  3. Establishment of subsidy backed commerce links
  4. Establishment of support prices
  5. Establishment of  small scale agro processing industries 
  6. Establishment of productive support for rural employment.

Spread of education can create sustainability

 It is reported that 58% of the rural youth migrate to urban centers for educational purposes. The higher education sector can support rural youth with

  1. Starting higher educational accessibility for rural youth
  2. Starting  evening colleges providing higher education
  3. Starting  certificate courses through online mode
  4. Starting of women empowerment supportive courses assisting rural women who drop out of studies.
  5. Starting of women supportive associations which train women in inclusive banking practices.
  6. Starting of girl child nutrition promotion centres 
  7. Starting of  basic health care and hygienic  clinics

Strengthening the agricultural sector

It is debated that the challenges of creation of rural youth unemployability depends on strengthening agricultural sector. The Pandemic situation    has closed all doors of commercial activities and rural agriculture sector is waiting for stringent measures through Government. Government of India has already supported the rural sector with several interventions but there are several other ways to assist the rural sector which are listed as blow

  1. Providing Crop Insurance ,
  2. Providing Rain Harvesting  Solutions ,
  3. Providing Energy Solutions,
  4. Providing Subsidized Solar Energy Systems,
  5. Providing Universal  Health Insurance Coverage
  6. Providing medium water channels
  7. Providing  accessible agro marketing network 
  8. Providing  Commercial linkages for agro product transaction
  9. Providing easy access to e-commerce sector

Promotion of Women Empowerment Corporate Social Responsibility

Corporate social responsibility is needed to achieve integrated rural development. They can include programmes as listed below

  1. Providing leadership training
  2. Providing entrepreneurial training for rural youth
  3. Providing small agro based farm courses  for rural youth
  4. Providing free training for rural females about self employment

Promotion of rural Women Empowerment strategies

The corporate support can be given in training the rural youth specially women in

  1. Establishment of  farmer friendly Micro enterprises,
  2. Establishment of inclusive financial  institutions
  3. Establishment of inclusive banking services
  4. Establishment of women self help groups
  5. Establishment of rural women self reliance training centers
  6. Establishment of girl  child supportive  schools

All these measures will help rural youth to come out of the disastrous impact of COVId-19 pandemic. But initiating measure is not enough there is a need for monitoring the impact of these measures. The need for involving rural youth in decision making process will make revolutionary change in the decision initiated by government.

Role of Rural NGOs

Rural NGOs play key role in preparation, training and initiating inclusive practices. Government needs to opt for public private partnerships (PPP). Rural NGOs can take up training rural youth and rural women through individual counselling and individual assistance.  Rural India suffers from internet connectivity, faster broad band services, alternate energy solutions, and proper direct beneficiary money transfer services.

Role of strict monitoring

All these deficiencies need to be monitored through stiff and meticulous interventions.  If all strategies created for the benefit of the rural sector are supervised strictly, then all these measures will prove beneficial for the rural youth.

Conclusion

Thus, it is seen that rural youth can be diverted to sustainable   future through appropriate policy making.  The key role played by government to create a sustainable opportunities.  The case of COVID -19 like pandemic has really devastated future lives of millions of rural youth. The loss of employment in rural area is beyond explanation. The government has unleashed several measures to revert the negative impact of COVID-19. The government needs to monitor the policies and make it enduring through stringent interventions.
